They were agents of the Cosmic Federation, and were in pursuit of Feyatta. They located him 8356 years back in time, where his malfunctioning gear teleported him. Since agents didn't have permission to interfere with the worlds outside the Cosmic Federation, the only way to save Rachal was to send Bud back in time after Feyatta. And so, Bud starts his jorney…
